For a number of years, the
intersection of 15th Avenue with Big Red Way had been a
dangerous intersection due to a sharp curve and steep
grades. Numerous accidents had occurred at this
intersection and
Western Kentucky University
recognized the need to increase safety for students,
pedestrians and the traveling public. As a result,
Western Kentucky University retained
DDS
ENGINEERING,
PLLC
to design the reconstruction of the 15th Avenue
intersection with Big Red Way. Once the plans were
approved, bids received, and a contractor hired,
DDS
ENGINEERING,
PLLC
was contracted to provide construction management
services for the University. Western Kentucky University
felt that having the engineer of record for the design
of the project also perform the construction management
provided a distinct advantage since we were already
familiar with the site, design, and objectives for the
project. We began our construction management of the
project with the review of shop drawings and cut sheets
submitted by the contractor. We were also provided with
a construction schedule so that we could monitor and
report the contractor’s progress to the owner. Since
this project occurred at the same time as the
installation of utility relocation work along the new
14th Avenue, we were able to coordinate the construction
management of both projects. This arrangement helped the
owner coordinate the two projects and saved the owner
time and money by not having two construction managers
for two projects that were adjacent in the field. The
time frame for this project was very critical as the
roadway had to be opened before students returned to
campus.
DDS
ENGINEERING,
PLLC
had an observer on site every day that the contractor
had crews working on site. Our observer documented the
daily progress of the installation of the storm sewer
system and the roadway itself. We also served as a
liaison between the contractor and the owner and
answered several questions from the contractor. This
communication kept the project moving and on schedule
even though several issues were found during
construction that were not anticipated. Despite the
unanticipated problems, the project was completed on
time and provided vehicular access to the returning
students. We also provided punch list items to the owner
at the time of substantial completion and at the time of
final completion.
